The new Multiannual Work Programme (MAWP) for the period 2018-2020 is under development.
The legal basis for the current edition of the LIFE programme includes: Regulation (EU) No 1293/2013 of the European Parliament and of the Council of 11 December 2013 and the Commission Implementing Decision of 19.03.2014 on the adoption of the LIFE multiannual work programme for 2014-17. The new legal document for the 2018-2020 period is under development. As the LIFE Programme National Contact Point in Poland, the National Fund for Environmental Protection and Water Management (NFEP&WM) is actively participating in these works.
NFEP&WM submitted the comments of the Polish party through the Ministry of the Environment. Representatives of the NFEP&WM also took part in the Working Group Workshops in Brussels together with the delegations of the other 26 states implementing the LIFE Programme in Europe.
In June 2017, each Member State had the opportunity to submit comments to the draft Implementing Decision of the European Commission, which have been summarized in the working document and will be discussed further at the meeting of the LIFE Committee. The adoption of the final proposal of this document is scheduled for November 2017.
It is important to you, as potential Beneficiaries of the Programme, what legal frameworks will be developed for Member States, including Poland, to most effectively utilise EU funds for environmental needs over the coming years. In addition to changes arising directly from the LIFE Regulation, e.g. no reference to national allocations, changes are expected pertaining to, among others, allocation of resources within the budget, intensity of financing environmental projects and effective resource management, as well as changes to the themes of projects, clarifying concepts relevant to the development and implementation of LIFE projects, including e.g. "close-to-market projects".
Discussions are also conducted on new rules in calls and criteria of evaluating LIFE proposals. The NFEP&WM shall endeavour to develop a good and consistent legal basis for the years 2018-2020 that will ensure a clear course of evaluating proposals and optimum conditions for using EU funds.
